The Institute of Quality Assurance (IQA) was established in the United Kingdom in 1919. It was granted a Royal Charter by Her Majesty Queen Elizabeth II in 2006, after which it became the Chartered Quality Institute (CQI). This charter recognises the importance and value with which the UK Government views the institute.

The Hong Kong Branch of the IQA/CQI was established in 1991 with the assistance of the Industry Department of the Hong Kong Government and the Hong Kong Quality Assurance Agency.
